The Vermont State Archives and Records Administration (VSARA), a division within the Vermont Office of the Secretary of State, has a unique opportunity for an emerging information management leader to directly assist public agencies in the formation of records and information policies and the development and implementation of information systems and services to strategically fulfill the state’s mission-critical informational needs. Work is performed under the general supervision of the Vermont State Archivist.

Collaborating with agency attorneys, technologists, business managers, and functions-based personnel and other RIM specialists, you oversee projects related to record scheduling and specific functional operations of the state RIM program or an agency RIM program as assigned. You also review draft record schedules or recommendations for updating existing ones and, when needed, identify, classify and analyze legal, administrative and archival requirements for the purpose of drafting new record schedules or updating existing ones.

You have cross-disciplinary technological and managerial knowledge and advanced knowledge of Generally Accepted Recordkeeping Principles (the "Principles") as well as industry standards and best practices that you can immediately apply. You also understand and are able to clearly articulate RIM program requirements to diverse audiences.

his position requires the ability to: respond to and resolve difficult and complex situations and problems; assist with identifying, recommending and planning for current and future RIM programming and service needs; manage multiple assignments and adapt to changing priorities; work independently and in a team environment; effectively impart complex ideas to others in easily understandable terms; and incorporate evolving theories, principles, ethics, and best practices into current projects.

This is the third level of five in the Records and Information Management (RIM) Specialist series. Incumbents perform advanced RIM functions under the state RIM program (3 V.S.A. § 117) and, where applicable, agency/department RIM programs (3 V.S.A. § 218) and oversees specific RIM and RIM-related projects and initiatives. Work is performed under the general supervision of a senior team member or supervisor and class incumbents may supervise two or more subordinates.

Master's degree or higher in archives, library or information science or in the broader information management field OR professional designation of Certified Records Manager (CRM) or Certified Records Analyst (CRA) by the Institute of Certified Records Managers (ICRM); AND two (2) years or more of professional RIM work at the RIM Specialist II level or an equivalent position.
